Greg Habeeb is a partner at Gentry Locke Attorneys and serves as President of Gentry Locke Consulting. He is a former member of the Virginia House of Delegates and now chairs Gentry Locke’s Government and Regulatory Affairs team. Greg is also a litigation partner specializing in complex business and catastrophic injury cases, representing individuals and companies in courts throughout the Commonwealth of Virginia and the nation. Chip Dicks

Chip Dicks is a former member of the Virginia House of Delegates. Since leaving the legislature in 1990, he has represented associations and businesses on administrative, legislative and regulatory matters before state government agencies and the General Assembly. Chip has extensive experience in the laws and regulations affecting billboard signs, solar and energy storage, and in the field of landlord/tenant and fair housing laws. Carlos Hopkins
Partner
Carlos Hopkins previously served as Virginia’s Secretary of Veterans and Defense Affairs where he was the state’s top official for coordinating resources to support Virginia’s veteran community. Carlos was also appointed by former Governor Terence R. McAuliffe in 2014 to serve on the Governor’s Cabinet as Counsel to the Governor. Carlos combines his criminal and civil litigation experience and Virginia-government experience to help clients navigate their most significant litigation, regulatory, and government-facing challenges. Patrice Lewis
Government Affairs Manager
Patrice Lewis uses data and strategy to help clients achieve their legal, policy, and communications goals. Prior to her time as a strategic communications and marketing consultant at SIR, she worked as an outreach representative for Senator Mark R. Warner and as the legislative assistant to former Delegate Onzlee Ware. She received her undergraduate degree in sociology from the University of Virginia and her law degree from Regent University School of Law. Zach LeMaster
Government Affairs Manager
Zach LeMaster specializes in providing strategic communications guidance to clients who need a comprehensive strategy to support their legal and policy goals. His experience includes serving as Legislative Aide to Virginia Senator Thomas K. Norment, Jr., as well as involvement in numerous state and federal political campaigns since 2012. Zach earned his degree in Public Policy and Administration with a minor in Political Science from James Madison University. Meet Zach.

Abigail Thompson
Government Affairs Specialist
Abigail combines her love for public policy, data analysis, and writing to help support and deliver thoughtful legislative and communications strategies for clients. Before coming to Gentry Locke in 2019, Abigail served under Virginia Senator Frank Ruff where she aided the Senator and staff during the legislative session and assisted in coordinating his re-election campaign. She received her Bachelor of Arts from the College of William & Mary where she studied Government and Arabic. Meet Abigail.
